This question will resolve positively if it at any point before March 31, 11:59 PM EST at least six of Kyiv's ten raions are under uncontested Russian military control or if the Russian military has partial control in all ten of Kyiv’s raions.
This market will use OSINT and reports from reputable publications in order to resolve.
